So Mega Man predicted that Doc Robot would activated Quick Man's speed ability to speed up his metabolism and get Needle Man's hallucinogenic drugs out of his system faster, and he prepared a stimulant that would speed up Doc Robot even more, causing something similar to what happened to Quick Man himself. Not a bad way to use Doc Robot's strategy against him.
