See as how Bob's already done this basic thing with Napalm Man, he already had some idea how Dr. Wily's code worked, and it was just a matter of writing a program that would go through Dr. Wily's code and clean it up, freeing memory. While it might be as good as going through each Robot Master's code individually, it's probably enough to get the code down to the memory limitations of the Instant Robot Maker. Also, the last person to despise Bob? Dr. Wily.
