It's interesting that Bob's dialogue here still doesn't clear up whether he's there to save George or kill him. Also, that smoking foot behind Bob is the explanation for this game of why Mega Man didn't fight any fortress guardians later, just like in the previous games, though those were all caused by massive explosions in Mega Man's vicinity. I was a little concerned that readers wouldn't be able to make out what the figure at the top is saying, so I added the text in a more readable form underneath.
