Yeah, George really didn't think through the whole "send Bob to a random point in time" thing. I mean, he had to get rid of Bob somehow, and when it happened to him, things turned out okay. But still, it maybe wasn't the most sound decision of all time. Also, you can see the "Now Open!" sign in front of Vic's shop, clearly indicating that this was when Vic first opened shop in Mega Man's head.
